From the supplier: The Portland City Council of Portland, OR, passed the Carbon Dioxide Reduction Strategy, making Oregon the first city in the US to implement local measures related to global warming. The policy includes plans for lowering carbon dioxide emissions by as much as 20% below 1988 levels. It is designed to obtain response on a voluntary basis and does not include provisions for penalties and standards. The program encourages the use of renewable energy, air pollution reduction, recycling and use of household insulation.
