From the supplier: The New York Assembly Insurance Committee has proposed legislation designed to address the unwillingness of insurers to sell coverage to some of New York's coastal residents. Insurers have been reluctant to sell insurance coverage to these residents due to efforts to minimize risks due to losses in other parts of the US. Meanwhile, insurers in the state say that they can voluntarily deal with the problem, but the residents and the Committee believe that the offer is late in coming.
