Investing in poor people in less-favoured areas

Joint policy seminar of Wageningen University & IFPRI:

In preparation of the World Summit on Sustainable Development (WSSD) , Wageningen University and the International Food Policy Research Institute (IFPRI, Washington D.C.) celebrate a joint seminar to analyze the policy options for `investing in poor people in less-favoured areas`. In the developing world, 40% of the rural poor live in such less-favoured areas that face major problems in terms of poverty, land degradation, population pressure and geographical isolation. The seminar is sceduled on July 12th and 13th in Doorwerth, The Netherlands.

This seminar brings together key experts to discuss different policy approaches for favouring sustainable development and poverty alleviation in less-favoured areas (LFAs) in developing countries, focussing attention on the relationship between agro-ecological and socio-economic processes. Given the heterogeneity in natural resource conditions and the diversity in farm household resources, general economic and agrarian policies are likely to be insufficient to guarantee positive welfare and sustainability effects. Therefore, specific policy measures that focus on poor people in less-favoured areas need to be identified.

Enhancing simultaneously food security objectives and natural resource conditions at field, farm and regional level requires an adequate understanding of the mix and sequence of possible policy interventions. Therefore, understanding of the nature and character of the interactions between socio-economic and agro-ecological processes at different scale levels is required, giving due attention to the diversity of livelihood strategies under conditions of vulnerability and shocks, and the role of regional and (inter)national trade for improving food security and sustainable land use.

The seminar provides an overview of innovative methodological approaches for addressing the co-operation between rural households, their relations with local markets and institutions, and the alternatives and scope for policy-making. Insights derived from different disciplines (e.g. production ecology, bio-economic modelling, livelihood approaches) will be brought together in order to identify potential win-win scenarios for sustainable regional development.
