Full-cost accounting dropped from FP6
The 'full-cost' accounting model used in Framework 5 contracts will not appear in Framework 6, under arrangements being developed by the Commission. However, the additional cost model will be retained, despite pressure from the European Court of Auditors to have it scrapped.

MEPs ignore warning on FP6 ethical clause
MEPs on the Parliament's research committee have amended their report on Framework 6 to exclude certain areas of research for ethical reasons. This is despite warnings from research ministers that reopening the issue of ethics in Framework 6 will undermine the adoption of whole programme.

Dutch parliament keeps biotech patent ban
The Netherlands parliament has voted to keep the country's ban on animal and plant patenting. The decision, adopted last month, runs contrary to the EU directive on biotechnology patenting. While the Commission is taking steps against the government for non-implementation, the latest development does not mean an imminent court case.

IST panel concerned about new instruments
Greater consultation is required on the use of the new instruments planned for Framework 6, according to the panel charged with monitoring Framework 5's Information Society programme. In reviewing the programme's performance in 2001, the panel heard sufficient concerns about the new instruments to recommend action be taken with "considerable urgency".

Eureka considers setting quality standards
Strong support for the introduction of minimum quality standards across the Eureka network has been found in a survey of the initiative's national offices. However, opposition has been voiced by two of its more influential members, Germany and the UK.
