Tobacco industry hires experts to undermine Framework Convention on Tobacco Control

The tobacco industry has employed PR experts to gather inside information in a bid to weaken anti-tobacco campaigns, policy, and legislation, finds research in Tobacco Control, due to be published in June.

The study, based on internal industry documents, reveals that tobacco companies have been gathering intelligence and strategic advice to damage tobacco control efforts, including the current international Framework Convention on Tobacco Control (FCTC). The fourth round negotiations of the FCTC, INB4, are being held March 18 to 23 at the World Health Organisation in Geneva.

The industry has been using a public relations firm, Mongoven, Biscoe & Duchin (MBD), which specialises in successfully splintering campaigns and activism that adversely affect multinationals, says author Stacy Carter, of the Department of Public Health and Community Medicine, University of Sydney in Australia.

MBD’s clients include many of the world’s largest corporations, including tobacco giants
Philip Morris and RJ Reynolds.

Carter exposes the highly sophisticated techniques and strategies deployed by MBD to attack tobacco control policies, including infiltrating and advising on environmental groups and non-governmental organisations, working against the US Food and Drug Administration (FDA), preparing notes for character assassinations of leading anti-tobacco figures, and undermining global tobacco control initiatives.

Carter cautions that public relations and skilful use of tactics to further a cause are used by many organisations, but she says: “The difference is the distinctly unscientific realm of morality and conscience… MBD explicitly advised Philip Morris in 1997 that if they could not delay the adoption of the FCTC they should instigate a coordinated centralised strategy to make it as weak as possible.

It’s highly probable that INB4 will be a focal point for such activity. The challenge for tobacco control is to put procedures in place that will ensure MBD and organisations like them do not impact on local and global tobacco control policy and practice.”
