ESF publishes its position on EU's 6th research Framework Programme

The ESF position paper welcomes the Commission proposal for the next Framework Programme for research (2002-2006), which is considered as a positive step towards the European Research Area (ERA) proposed by Commissioner Philippe Busquin last year.

While ESF welcomes the new approach of more focused actions in the proposal, it misses a clear statement justifying the choice of themes. The proposal needs clear criteria to ensure that the process of developing calls is transparent to policy makers and the research community. There is also an urgency for procedures that identify research quality which has the confidence of the research community. The rigid approach to large integrated research projects may not fulfil this.

ESF recommends that there should be a commitment to a high level declaration by EU Member States, the EEA states and the Accession States on investment in basic research, as well as a link between the ERA and the Bologna Declaration on higher education in Europe, in order to establish a European ”knowledge area”. The success of the Framework Programme will only be assured if there is a significant commitment of the involved countries to invest in basic research at an adequate level.

ESF is also encouraged by the intentions in the proposal which state that the Framework Programme could contribute to EUROCORES, the ESF initiative to organise collaboration between national funding agencies.

The position paper is an input to the Council of Research Ministers meeting on 26 June, and will form the basis of further comments from ESF on the EU research Framework Programme as the decision-making procedure and the more detailed programme descriptions develop.
