The JRC and CEN/STAR searching for standardsOctober 25, 1999Main objectives of The Strategic Workshop on Pre-normative Research and the Needs for Standards in the of Humanitarian Demining Technologies and Detection of Buried Material, hosted by the JRC-Ispra Site (Province of Varese, Italy) from 3rd to 5th November are: To provide a summary overview of the current state of research and development in demining technologies and detection of buried material, to identify areas within the overall theme of demining technologies where standards are not yet existing and to initiate a process to establish such standards. Standards, usually composed of unambiguous performance requirements and of adequate testing methods, are in a strategic position to promote the competitiveness and interoperability of products and services. Besides they provide a link between the technical domain and the regulatory and economic framework. It is hoped that once techniques for the detection of buried material, especially anti-personnel land-mines, have been standardised, safer, faster and cost-effective methods will become available in accordance with the Ottawa Treaty. During the Workshop field experts coming from Europe, Canada and USA will analyse and discuss different subjects including: the benefit to be gained from civilian applications of the detection of buried material, the need for standards in civilian demining, standards for the performance assessment of metal detectors, ground-penetrating radar, optical and thermal infrared sensors, mechanical mine clearance systems, and of minefield surveys based on space and are-borne data sets, testing artificial noses and detection of cables and pipelines.The Joint Research Centre's co-operation on this project with other European Research Centres and Demining Associations contributes to its scientific integrity advice that underpins European policy-making and corresponds to the objective of the JRC' first programme line "Serving the Citizen" by providing support to polices that protect individual citizen.
