Beeching cuts may be reversed - report

Rail infrastructure axed in the Beeching era may have to be brought back into use to cope with the recent upsurge in freight traffic.

This is one of the conclusions of research carried out by Sheffield Hallam University's Centre for Regional Economic and Social Research.

'There is an urgent need to identify viable disused sites and safeguard them. There is strong demand for their use for other purposes, such as housing,' say the researchers.

The report - Rail Freight Growth and the Land-use Planning System - is the result of a 12-month research project sponsored by Derbyshire County Council, Railtrack, EWS and the Rail Freight Group.

It makes 43 recommendations as to how local authorities and the rail freight industry can work together to achieve the best possible outcome for the rail freight industry and the environment.

The conclusions include an 'action plan for rail freight' which sets out a strategy for planning policy and practice over the next two years.

The research

 explored the land development implications of rail freight growth by reviewing recent practice

 gathered information on how the planning system is responding, by carrying out two national surveys of the work of local planning authorities

 analysed the processes through which rail freight schemes are progressed through the planning system by producing two detailed case studies where proposed rail freight facilities have been refused planning permission.

Sites for new rail freight facilities might be within existing urban areas, on the fringes of major urban areas and perhaps in green belt, in the ports, or in rural areas, depending on the nature of the traffic concerned. There are particular implications for redundant railway land produced by the post-Beeching closures, which may well now have a future back as part of the railway network.
