An analysis published in Science found that high assay low-enriched uranium (HALEU) fuel can be used directly to make nuclear weapons, posing a significant threat to terrorism and nuclear proliferation. Many proposed reactors could contain enough HALEU to make a nuclear weapon, increasing security risks.
