JMIR News: Analyzing the UK’s regulatory framework recommendations for healthcare AI

(Toronto, October 9, 2026) — JMIR Publications this week released a feature News and Perspectives article, written by JMIR Correspondent and MD-MBA candidate Tejas S, Athni, PhD, on recent developments out of the UK’s National Commission into the Regulation of AI in Healthcare (established by the Medicines and Healthcare Products Regulatory Agency).

In " The United Kingdom’s New Blueprint for Regulating AI in Health Care ", Athni lays out the implications of the report’s 44 recommendations, which “draw on evidence gathered from more than 12,000 people, including patients, clinicians, AI researchers, innovators, and international regulatory experts.” He reports three main themes in the recommendations: life cycle regulation, including “a “Master File” system, whereby developers of general-purpose AI models share technical details confidentially with regulators”; sharing responsibility for AI safety among multiple stakeholders; and ensuring pathways for patients to both access information about how AI is used in their care, and to raise concerns. The commission also recommends to expand the MHRA’s AI Airlock program—”a regulatory sandbox where manufacturers and regulators can test new AI tools together before full authorization”—and to “issue clear cybersecurity guidance—built into AI devices from the design stage—and tailored rules for consumer health apps and wearables,” writes Athni, noting the increasing risks of cyberattacks and weak cybersecurity in an AI-integrated health care system. “This marks one of the most ambitious regulatory rethinks of AI in health care by any national health system to date.”
